2018 OMR Solo Supplemental rules

2018 OMR Solo Supplemental rules are now posted.

Mostly the same as the 2015 supps we were operating off of before. The new supps contain some simplifications on a few things now that the national rules have evolved and now coincide with how we want to do things locally. For those instances we're now better off just referring to the national rules rather than our own, so that's what we did. Also, changes to how we determine Rookie of the Year, and the number of events for Class Champs and Autocrosser of the year. (11 regular season events this year instead of 8, so it's a reflection of that).
